At least one-half credit in personal financial literacy is required within the three social studies credits of the Foundation High School Program (TEC §28.025(b-1)(4), as amended by HB 27, which struck “economics or” so the block reads: one credit U.S. history, at least 0.5 government, at least 0.5 personal financial literacy, plus one credit in economics, world geography, or world history).
Students entering grade 9 in the 2026–27 school year or later (HB 27 §3, verbatim); TEA/SBOE express the trigger as the entering cohort — spring 2030 is the four-year derivation, not an agency label.

- How it may be delivered
- STANDALONE 0.5-credit course in place of the formerly required 0.5 economics credit. Substitutes: (a) an SBOE-designated Advanced Placement course with substantively similar content (TEC 28.025(b-24), added by HB 27); (b) until the new TEKS take effect, the existing PFL and Economics course (19 TAC 113.76 — two-thirds personal finance, one-third economics) is the operative course. HB 27 also made standalone Economics a one-credit course.

- YES for K-8, embedded in MATHEMATICS: TEC §28.0021(a) requires PFL instruction in K-8 math, and the math TEKS carry a dedicated personal-financial-literacy knowledge-and-skills strand at every grade K-8 (19 TAC 111.2-111.28). Every district must also OFFER the 0.5-credit PFL elective (TEKS 113.49). No separate checkpoint or standalone K-8 assessment.

- NONE. TEC §39.023(c) (eff. Dec 4, 2025) requires EOC instruments only for Algebra I, Biology, English I, and U.S. History — no STAAR EOC for personal financial literacy or economics.
