YES. Oregon requires 0.5 credit of personal financial education (PLUS a separate 0.5 credit of higher education and career path skills) for a high school diploma, enacted by SB 3 (2023).
CLASS OF 2027 - applies to diplomas awarded on or after January 1, 2027. Districts/charters granted a ONE-TIME WAIVER (lack of qualified educators, board-approved, application deadline July 1, 2026) shift to diplomas awarded on or after January 1, 2028 (class of 2028); NO waivers after that. 2026-27 school year (first diplomas subject to the requirement are awarded on/after Jan 1, 2027); 2027-28 for waiver districts.

ODE-listed pathways include Atypical Assignment (OAR 584-210-0170), Restricted CTE Teaching License (OAR 584-230-0040), Administrative License (OAR 584-235-0030) and School Counselor License (OAR 584-245-0110). FOR 2026-27 AND 2027-28 ONLY, Professional/Preliminary CTE-licensed educators may teach these courses outside approved CTE programs without enforcement action.
