What the state requires

YES. Under the Passport to Financial Literacy Act (70 O.S. 11-103.6h), every Oklahoma student must satisfactorily complete personal financial literacy instruction to graduate; OAC 210:35-9-31 embeds it in the accreditation/graduation standards.

Class of 2029 is the first cohort under the half-unit-course/integration/CareerTech model; the ORIGINAL passport requirement took effect with the 2008-2009 school year beginning with grade seven. 2008-2009 school year (original passport requirement, per OAC 210:35-9-31).

How it may be delivered

PASSPORT / AREAS-OF-INSTRUCTION MODEL (unusual). Students demonstrate a 'satisfactory knowledge level' in all 14 enumerated areas during grades 7-12, tracked on a Passport Cumulative Record Form and certified on the TRANSCRIPT ('The student has satisfactorily completed the 14 areas of instruction for Personal Financial Literacy'); districts may integrate the areas into existing courses or offer a separate course. Per OSDE's FAQ, for 2029 GRADUATES AND BEYOND the model shifts to completion 'through a half-unit course, integration of the content in other courses, or through a Career and Technology Education course in grades 10, 11, or 12.'oklahoma.gov

Credit value

NO Carnegie unit is required for the passport itself (classes of 2026-2028) - completion is CERTIFIED ON THE TRANSCRIPT, not awarded as a required credit; the state course (subject code 1451) carries elective unit credit only.
