What the state requires

All public schools must provide personal finance instruction to all students K–12 (8 NYCRR 100.2(c)(13), eff. March 25, 2026) — an INSTRUCTIONAL requirement, not a credit or diploma requirement (NYSED FAQ Q10 verbatim). The diploma still requires only 0.5 unit Economics + 0.5 Participation in Government within social studies.

All public school students K–12. Grade 9 entrants in 2026–27 are the first cohort owed full high-school-band instruction by end of grade 12; NYSED labels no graduating class.

How it may be delivered

EITHER — district choice among three NYSED options, usable singly or together: (1) EMBEDDED into required courses (science, math, social studies, etc.); (2) a STANDALONE course within a grade band; (3) CTE programming — at high school an approved CTE program including 0.5 unit Career and Financial Management satisfies it, at middle level the Financial and Consumer Literacy Module within the 1.75-unit CTE requirement does.nysed.gov

YES — the mandate is K-12 with band checkpoints: instruction by end of grade 4 (K-4), grade 8 (5-8), and grade 12 (9-12). Middle and high bands activate 2026-27; elementary 2027-28. Schools may but need not teach it in every grade within a band.nysed.gov

Who may teach it

Certification follows the DELIVERY MODEL, not a dedicated certificate (FAQ Q16): embedded — a teacher certified in the host subject; standalone — a teacher certified for the course's subject matter; CTE — a teacher certified in the approved CTE program area.
