NO graduation credit requirement - INSTRUCTIONAL MANDATE ONLY. COMAR 13A.04.06.01 requires each local school system to provide an instructional program in personal financial literacy in the elementary, middle AND high school learning years, but COMAR 13A.03.02.03 lists NO financial literacy credit among the 22 required diploma credits. Individual counties (Allegany, Baltimore County, Anne Arundel, Charles) impose their own standalone course requirements as LOCAL BOARD POLICY.

How it may be delivered
LOCALLY DETERMINED. Per MSDE's 2025-2026 report, of 24 LEAs roughly 9 require a standalone financial literacy course (typically 0.5-1.0 local credit) and the remainder embed instruction in required courses (social studies/government, math, health, CTE). MSDE guidance describes 'a locally designed high school program of financial literacy... approved at the state level Superintendent of Schools.'

YES - the instructional mandate spans ALL levels. COMAR 13A.04.06.01: 'Each local school system shall provide in public schools an instructional program in personal financial literacy in the elementary, middle, and high school learning years.' The standards set grade-band checkpoints at END OF GRADE 5, END OF GRADE 8, and END OF GRADE 12.

State-mandated assessment
NONE statewide. Assessment is locally determined (locally developed tests, EverFi pre/post-tests, Junior Achievement, Take Charge Today). The only state accountability mechanism is COMAR 13A.04.06.02, requiring each local superintendent to CERTIFY PROGRAM COMPLIANCE to the State Superintendent EVERY 5 YEARS.
