Kansas
YES. K.A.R. 91-31-35 lists '0.5 units financial literacy' as one of the minimum units required for a Kansas high school diploma (21 units total).
Class of 2028 is the FIRST graduating class subject to the new requirements, including the 0.5 financial literacy credit. Activated with students entering ninth grade in 2024-25 (fall 2024). OLD vs NEW: classes of 2025, 2026 and 2027 remain under the PRIOR 21-credit rules with NO state financial literacy requirement; KSDE maintains a separate 'Graduation Requirements Fact Sheet Before Class of 2028' for those cohorts.
First binds the class of 2028.
- How it may be delivered
- STANDALONE half-credit line item in the regulation, SEPARATE from the 3 units of history/government (which itself includes economics); the regulation does not name a specific course, so districts choose the delivery vehicle.
- Credit value
- 0.5 unit (half credit) within a 21-unit minimum.
- Instructional-hour rule
- Not yet verified to a primary source — we publish only what we can cite.
- Below high school
- No separate middle/elementary course mandate or grade checkpoint found; K.S.A. 72-3236 directs the State Board to establish personal financial literacy curriculum standards 'for all grade levels', integrated within mathematics or other appropriate subjects.
- State-mandated assessment
- No standalone state personal finance assessment or EOC identified; K.S.A. 72-3236 directs the State Board to INCLUDE FINANCIAL LITERACY QUESTIONS WITHIN the statewide mathematics or social studies assessments and to review them periodically.
- Who may teach it
- KSDE guidance: a teacher holding a standard Kansas license at the appropriate grade level, with DISTRICT-VERIFIED financial literacy preparation such as college coursework, professional development, or field certification.
- State course codes
- 22990 — Financial Literacy (MEDIUM confidence) — Listed by KSDE under Employability and Life Skills. KSDE's full State Course Codes list could NOT be retrieved (robots-blocked), so it is UNCONFIRMED whether additional codes (business/economics courses) also satisfy the 0.5-credit requirement.
- Standards framework
- National Standards for Personal Financial Education, ADOPTED by the Kansas State Board of Education in July 2022 as Kansas's financial literacy standards (2021 edition (ISBN 978-1-7348096-2-6); Kansas adoption JULY 2022)
- Funding a district may cite
- Financial Education Grant program administered by the KANSAS OFFICE OF THE STATE BANK COMMISSIONER (Consumer and Mortgage Lending Division), funded from fines and settlements against regulated financial services companies (no taxpayer funds); open to organizations delivering financial literacy training to Kansas consumers. NO dedicated KSDE appropriation for the graduation requirement was found.

The district awards the credit — no platform can. Ours is designed to align with the state’s learning standards, and it produces the documentation a district needs to award credit: the course object with its federal course code, a pass determination that shows its arithmetic, an hour ledger that counts only observed instructional minutes, and a verified record of demonstrated mastery for every student.
