Districts and accredited nonpublic schools MUST OFFER AND TEACH one-half unit of personal finance literacy (Iowa Code 256.11(5)'k'), but DE states 'Completion of one-half unit (course) of Personal Financial Literacy is no longer a condition for graduation' and lists the graduation column as 'LOCAL DECISION.' The graduation condition existed for the classes of 2021 through 2023 and was STRUCK by SF 391 (2023). Aggregators still listing Iowa as guaranteeing a course are stale.
Under the now-repealed language: 'All students, beginning with the students in the 2020-2021 school year graduating class, shall complete at least one-half unit of personal finance literacy as a condition of graduation' - the class of 2021 was first affected; the last class subject to it graduated in 2022-23. Offer-and-teach mandate active since 2018-19 (SF 2415 eff. July 1, 2018); graduation condition active 2020-21 through 2022-23 and eliminated beginning 2023-24.
- How it may be delivered
- EITHER/EMBEDDED. Iowa Code 256.11(5)'k' allows the half unit to be 'offered and taught through dedicated units of coursework or through units of coursework that also meet the requirements of' ELA, science, math, social studies, or CTE; DE adds it 'may be a stand-alone course or the content may be integrated into units (courses) through existing coursework.'

- One-half unit. Iowa Code 256.11(5) defines a unit for grades 9-12 as 'a course or equivalent related components or partial units taught throughout the academic year.'

- Below high school
- No middle or elementary personal finance course/credit requirement - Iowa Code 256.11(3) and (4) contain no financial literacy subject. Financial literacy standards DO exist for K-2, 3-5 and 6-8 grade bands (14 standards across grades 6-8), but there is no grade checkpoint.
- State-mandated assessment
- NONE. ISASP covers ELA/reading and mathematics (grades 3-8, 10, 11) and science (grades 5, 8, 11); no financial literacy or economics assessment. HF 2670 (2026 Acts ch. 1183, signed June 2, 2026) adds statewide SOCIAL STUDIES assessment in grades 8 and 11 beginning 2027-28.
- Who may teach it
- The teacher must hold a license/endorsement matching the SCED code used; DE's guidance maps each approved course code to accepted endorsements. For the generic codes (22900, 19257, 19258, 22152), any of 5-12 Economics, 5-12 All Social Sciences, 5-12 Business-General, 5-12 Business-All, 5-12 Family & Consumer Sciences-General, or 5-12 Mathematics qualifies. Auto-qualifying endorsement areas across the approved codes: 5-12 Economics; 5-12 All Social Sciences; 5-12 Business-General; 5-12 Business-All; 5-12 Business-Office; 5-12 Family & Consumer Sciences-General; 5-12 Mathematics; 5-12 Agriculture; and CTE endorsements 5-12 Accounting, 5-12 Office Education, 5-12 Banking and Investment Occupations. NO separate personal-finance endorsement exists.
