YES. 'A school district or charter school serving high school students shall provide, at a minimum, a 1/2 credit on financial literacy.' Students must successfully complete it to receive a diploma.
Statute: 'Beginning with students entering grade 9 in the 2026 through 2027 school year, students must successfully complete a 1/2 credit in financial literacy' to receive a diploma. On normal four-year progression that is the graduating class of 2030 (class year NOT stated in statute). 2026-2027 school year (first grade 9 cohort subject to the requirement) - i.e. the school year now beginning.

- Dedicated 1/2-credit financial literacy requirement completed within the social studies or elective credits already required under 14 Del. C. 152(a); districts/charters must provide a STANDARDS-ALIGNED curriculum with rigorous instructional materials AND EMBEDDED ASSESSMENTS (a statutory requirement).

- No middle or elementary COURSE requirement or graduation-style checkpoint. 14 Del. C. 4152 applies only to high school students. The 2018 standards ARE K-12 and set instructional grade-band expectations at K-3, 4-5 and 6-8, but these are standards-level expectations, not a mandated course, credit or assessment checkpoint.
- State-mandated assessment
- No statewide assessment or EOC. Statute requires only that the standards-aligned curriculum INCLUDE assessments (locally administered); DDOE reports financial literacy is not in the state accountability system.

- NOT YET DETERMINED. Statute directs that 'The Department of Education and the Professional Standards Board shall determine the certification necessary to qualify an educator' to teach the course. No determination has issued.
